Update to function initialize_base_images

Function initialize_base_images used np.amax() to find max value. This commit changes np.amax() to np.nanmax() in order to ignore NaNs when determining max value

Added two new features to simplify translating ROIs

1) Ctrl-A now is a shircut to select all ROIs on the current plane
2) When 1 or more ROIs are selected, the arrow keys now will move those ROIs 1 pixel in that direction.

'None' id import fix

ROIs from different datasets will now only have the same color if they actually have the same id, not just the same label.

Added 'none' transform option when importing ROIs from another set

'none' transform just copies ROIs from one set to another.
